This is a  letter that is very well done for you to use when writing to your Senators . Created by Becky Castillo

NOTE:  Remember this is a sample letter, All the facts are here use some of it, part of it, and in some cases if you have to use it all. In the letter you will see (Insert your personal story ) make sure you do this, when you are finished have it be your own.

Also in the Senate this Bill is S3019 this must be used in your letter.



Senator

I am writing this letter in support of pending legislation, Billy's Law
(S3019). According to the Bureau of Justice Statistics, over 4,000
unidentified remains are discovered each year.

After one year, 1,000 of these bodies remain unidentified. With tens of
thousands of people reported missing each year, it is likely that a
family member, friend, or loved one is looking for that unidentified
person and simply can't find them due to the absence of a cooperative
effort by law enforcement across the country.


Some law enforcement agencies have a
lackadaisical attitude when they receive a report for the “voluntarily
missing” and often there is very little effort to search for them. The
problem is when the case goes long term. If there is any follow-up at
all, often it is long after the initial report. Often those long term
cases have not been resolved because the missing person has died and
their remains lay unidentified in a county morgue or cemetery.

The problem we face is there is no national protocol in play to assist
investigators to bridge the gap between missing persons and unidentified
persons cases.

The Help Find the Missing Act will bridge the gap.

The National Missing Persons and Unidentified Persons System (NamUs) is
by far becoming one of the best ways for the public and law enforcement
agencies across the country to work together to help bring missing loved
ones home! Since its launch in June of last year, the database of
unidentified decedents and missing persons has proved essential in
solving 16 cases. With the passing of Billy's Law, this number only
stands to grow. Unfortunately, without the funding of Billy's Law not
all law enforcement agencies are able to allocate the resources
necessary to use the NamUs system.

The passing of Billy's Law would make it possible for agencies across
the country to input information on their unidentified decedents,
increasing the number of case resolutions and potentially bringing
closure to families of missing persons all across our country.

I support this funding and hope that you do as well. I respectfully urge
you to pass S3019 when it comes before you.

I thought that I would share a few more facts (these are as of 2009) that you may want to use...

Unidentified Persons:
There are more than 40,000 unidentified human remains are held in evidence rooms of medical examiners throughout the U.S. but only about 7,000 active unidentified persons cases in entered into NCIC.

• (California was the only State that mandated information about the unidentified be reported to NCIC within a specified period. About 42% of all records in the NCIC unidentified persons file were from California.)

Side Note: If your missing loved one ended up deceased in a jurisdiction that does not report to NCIC, they may never be identified! NamUs can help to change that!

Missing Persons:
Every year, tens of thousands of people vanish under suspicious circumstances.

On any given day there are approximately 100,000 active missing person cases in the U.S.
(Approximately 2,300 persons are reported missing per day)

There are a couple concerns and questions people have and I would like to try and clarify. According to comments made there is some confusion about how one Senator can stop a bill from passing into law.

When a bill is being expedited through the political process there is a trade off and it is every Senator has to agree on the particular bill, in this case it is S3019 Help Find the Missing Act (Billy's Law)

Naturally the next question would be, why expedite, just let it go through the normal process of voting? I called Senator Lieberman's office and the answer was surprising to me. The bill would not even get to the floor because of the cost of each bill going through the process. This bill would probably die or go dormant. It is appalling to hear the truth about the political process when a serious bill such as this is determined by cost. This is why many bills stall, incredible but true. Having every Senator feel this bill is necessary to pass into law is OUTSTANDING.

We now need to concentrate on Senator Coburn, MEDICAL DOCTOR by profession the only Senator who opposes. Ironic isn't it that a price tag is put on a human life when doctors take an oath to save lives.

Please take a minute of your time to send a letter by using regular postal service to all of the Senator's Oklahoma offices which include two in Oklahoma and one in Washington DC. There is a huge concern, if you send an email there is a SPAM SYSTEM set up and your emails could go to spam.
There is a fax number as well so if you have access to a fax machine go that route. Our voices need to be heard please take a few extra minutes to consider the options to best get through to the offices and reach the desk of the Senator. Let us all use our voice and be heard we are so close!
Passing this bill into law will help insure a better future for all the families of the missing.

I did get an email letter through and did rceive a response to acknowledge it was received and would be loked at/reviewed withtin the next 30 to 60 days..... in the response it said that Senator coburn read the information personally..... Do we have any one who can set up a visit to Mr. Coburns office personally?

Also I get a Fly Fishing publication -FLY FISHERMAN and this issue JULY AUGUST SEPTEMBER has an interesting article by JEFF Erickson callled Down by the River....part of that article describes a camping/fishing adventure several years ago in August when they were on a river exscursion late at night and a pickuptruck came in no lights with two people going in the back of the truck bed and dumping a large unwieldy object rolled in what appeared to be carpeting into the river and then leaving....
Jeff Erickson owns a consulting business in Helena, Montana...anyone available to try to make contact with him? This could have been another unaccounted for missing person....
I am sending my letter to the Senator in the mail tomorrow. I contacted a friend of mine from Oklahoma and she is going to get a petition that Jan wrote up signed by local people and off to the Senator. Pray that she gets lots of signatures. She works for the local coroner when he needs her so she is going to start right there with him! I think its a great place to start!
