- My sister is missing and I am looking at sights how I might find her. I tried to file a missing person report in New York but they would not file one without a physical residence address.

Holly...it is best if it is filed in the jurisdiction where the person went missing but not necessary. Your local law enforcement will hopefully persuade the LEA of jurisdiction to accept the report but they can accept the report themselves. If you are given any hassle....let me know! Don't worry we'll get it filed.

Welcome to Peace4. I am so sorry your sister is missing. You can file the missing person's report anywhere. I've never heard that the missing person has to have a physical address. Homeless people have missing person reports filed on them. Keep calling different law enforcement agencies. Talk to your local law enforcement and see if they will help you.
