MELINDA HARDER DNA ACT 2008

Introduction CUE Center for Missing Persons and the family of Melinda Harder


By my signature I agree and do support the Melinda Harder DNA Act 2008 for the following to be required by law concerning missing person and unidentified victims in the state of Florida; as follows: to included, I attest I am a United States citizen.

Whereas all missing person that obtain an official police report shall be entered into CODIS by a sample taken of DNA from the missing person and or by family members providing DNA for entry into the system; for purpose of providing an identification of human remains located in or about the state of Florida and to include nationwide data entries of unidentified persons, for that of the same purpose.

Whereas all missing persons that disappear and obtain an official police report and are considered missing under questionable and or suspicious circumstances, that a sample of the missing person’s DNA and or the samples from family members of the missing person be entered into CODIS within a time frame of thirty-ninety days of the official police report being filed.
*

Whereas all cold cases of unidentified human remains that are listed and have been located in or about the state of Florida will be reviewed and entered by governing law agencies the DNA samples of the unidentified decedent into CODIS, a national FBI database for the purpose of identification of listed and or current listed missing persons; to include this effort shall be conducted within thirty-ninth days of introduction of the Melinda Harder DNA Act.

Whereas all unidentified human remains located in or about the state of Florida, be provided and put forth all efforts for the purpose of identification to include finger prints, dental impression and the entry of DNA into CODIS within thirty-ninety days of recovery and or discovery; for the purpose of identification.

Whereas all missing persons and unidentified human remains shall be listed within a central location by governing law agencies for public review allowing details of the unidentified person/missing person for the purpose of identification and or obtaining information concerning the unsolved crime/disappearance; to include all cold cases of missing persons to be updated and listed upon the introduction of the Melinda Harder DNA Act.

This legislation could help so many "Does" become identified. It took almost 20 years for Melinda Harder's remains to be positively identified. Can you imagine?

I think if you just copy, paste and print the above with your information on it and fax or mail it to CUE it will get where it needs to be. I hope everyone will participate and sign this. This is something that should be legislated in all 50 states.

II agree this legislation is long overdue. It will be one of the many that must by pass and signed into the law of all 50 states. It is ridiculous, we are living in the richest, the most sophisticated, the most powerful nation on the earth, but we do not have an established system to properly administer the collection and enter DNA of missing people in the CODES. We do have billions/month to spend in Iraq, but not enough money to provide to DNA laboratories. Last year, I read an article in the LA times, reporting that Los Angles County DNA Lab need to have $9 millions budget to take care of ten years backlog, but they were given only $500,000. This is not acceptable; can you imagine there are families waiting for 10 years to find out what has happen to their love ones?
