Voice Platform and Support Network for Families of Missing and Victims of Crime

Today I was speaking to a friend on the phone about a specific Missing persons case, and I had been thinking about this for such a long time now. As we were talking I said why dont we have a place out there for Missing persons cases that the police wouldnt accept as being a missing person for whatever reason they might have.
I know of several people who have told me they have a missing person but that the police said they had every right to be missing and therefore they could take a report but could not file a case and if they heard anything they would let them know...sweep....sweep...sweep right under the table, now 22 years later the person is still not found and the parents have died without ever knowing where there child was or what ever happened to them.
I had a police officer this morning ask me if she was a missing person or not and if a report had ever been filed....I said to him if it was back in 1988 from your area why are you asking me? I can not answer that for you. I know there was some sort of missing persons report filed but I dont know if they ever made it into a case.
Thinking more of course doing more research I found out that yes the case had been reported and that some case had been opened but that there is no info on it anywhere for me to get to it.
Why dont we have a place especially for cases that the police would not consider to be valid missing person cases due to circumstances but yet there has been no sign or activity from the person missing....just my thoughts and ramblings.

I have spoken with various police agencies (Detroit, Lincoln Park, and State) and still nothing. In the last year I've had two different police officers say they will help me get Phyllis' case number, but, still, nothing. I know the probability of Phyllis being dead is very high, but, she's still missing, she's still someone's daughter and sister. Sadly, her parents have passed away.
